Gerald W. Hildebrand aka as "GW"
Inspector Gerald W. Hildebrand retired from the Department of Public Safety in 2004 after 26 years of progressive service. He held a captain’s rank and was assigned to the Director’s Staff at the time of retirement. Inspector Hildebrand was responsible for the program inspections for the Texas Rangers and the state crime laboratories. He provided up-to-date, objective analysis of the programs and made recommendations to the DPS Commission to improve and promote the DPS mission.
Inspector Hildebrand was the DPS-Texas Ranger profiler for the 7 years. He is one of only a few FBI trained (certified) Psychological Profilers in Texas. He is recognized as an expert in criminal investigation, questionable death, crime-scene analysis, equivocal death analysis, interrogation, statement analyses, sexual violence, suicide, threat assessment, training, and other criminal behavioral topics.
Inspector Hildebrand entered the DPS in 1977 after spending two-years with the Texarkana Police Department. Upon completion of the DPS Recruit School he was assigned to the Highway Patrol. He was promoted to Sergeant in 1984. In 1987 he was appointed to the Texas Rangers and served until 1996. During his tenure as a ranger he was detached and placed in charge of the Governor Protective Detail from 1991 to 1995. He served as head of security for the Governor Ann Richards administration and the Governor George W. Bush administration.
Inspector Hildebrand received extensive training in criminal investigative analysis (profiling) through the International Criminal Investigative Analysis Fellowship (ICIAF) and the FBI beginning in 1996. Inspector Hildebrand completed the ICIAF training and residencies in 1999, and successfully completed the requisite practical and oral examinations in 2000. He is currently a Full Fellow and a former committee Chair for the ICIAF.
During the intense certification process, Inspector Hildebrand trained with the California Department of Justice, Virginia State Police, Miami/Dade Medical Examiners Office, Royal Canadian Mounted Police in Quebec and Ontario, Florida Highway Patrol, Los Angeles County Police Department, Georgia Bureau of Investigation, Florida Department of Law Enforcement, Ontario Provincial Police and many others. Inspector Hildebrand completed a residency at the FBI, National Center for the Analysis of Violent Crime, in Quantico, Virginia. Inspector Hildebrand has investigated, consulted upon, and reviewed over 2500 violent crimes throughout his career. He has lectured and presented numerous programs to several thousand officers, prosecutors, and criminal justice professionals emphasizing a behavioral approach to crime resolution augmenting classic investigation techniques.
Inspector Hildebrand earned a master’s degree in Criminal Justice, and is currently the Department Chair for the criminal justice program at Austin Community College. He has been involved in the college criminal justice program since 1989 and has taught various courses through out his tenure. He helped to develop and implement on-line (distance learning) criminal justice curriculum. He is devoted to providing high quality teaching and training in different venues.
He was recognized as the “Outstanding Graduate Student” at the School of Applied Arts and Technology in 1997 at his alma mater. Professor Hildebrand was awarded the faculty leadership award in 2019 at Austin Community College. He attended and completed the FBI National Academy in 1992 (171st Session). Inspector Hildebrand has published two articles and provided research for DPS and the rangers in several investigative topics. He has provided expert testimony in Texas District Courts in crime scene analysis. Inspector Hildebrand is known for his unique approach in equivocal death investigations, staged crime scenes and suicide topics. He is a certified police and firearms instructor.
