COURSE CATALOG DESCRIPTION:
REAL ESTATE PRINCIPLES (4-4-0), RELE 1406: Overview of real estate broker and salesman license; ethical practice; titles and conveyance of real estate; legal descriptions; law of agency; deeds; encumbrances and liens, personal and real property; contracts; appraisal; finance and regulations; closing procedures; real estate mathematics; and federal, state, and local laws relating to housing discrimination, housing credit discrimination, and community reinvestment. Skills: R.
TECHNICAL REQUIREMENTS:

INSTRUCTIONAL METHODOLOGY:
This course is an Internet Distance Learning (DIL) course presented over an 8-week period.
COURSE RATIONALE:
The purpose of this course is to prepare the student for employment or interacting with the real estate industry. This course will help students develop the understanding and skills necessary to become successful real estate professionals and or consumers. Real Estate Principles are not just about textbook learning: it challenges students to use their critical/creative skills in all aspects of Real Estate Industry, not just those covered in this course.
GRADING:
Grades will be based on the following areas of performance:
Exams consist of +/- 50 multiple choice and definition questions. Some of the exam questions will be taken from the Chapter Quizzes in the textbook and definitions in the textbook.
Exam One, 100 points (20%) Units 1,2,3,4,5,6,7
Exam Two, 100 points (20%) Units 8,9,10,11,12
Exam Three, 100 points (20%) Units 13,14,15,16,17,18
Exam Four, 100 points (20%) Units 19,20,21,22
Exams Total 400 points (80%) of Total Final Grade.
Assignments will consist of two homework assignments: Completion of the Analysis Form for the TRELA (100 points) and a Real Estate Math project (100 points) which will total 200 points (20%) of Total Final Grade.
Exams plus Assignments equal 1000 points. Letter grades are earned as follows:
A=900-1000points// B=800-899 points// C=700-799 points// D=600-699 points F= Below 600 points.
All assignment and test grades will be posted to your Blackboard online grade-book within 48 hours of my receipt of the item.
GENERAL INFORMATION FOR THE REAL ESTATE BROKERAGE DISTANCE LEARNING (DL) STUDENT:
DL courses are designed for anyone who has scheduling problems, work-schedules that conflict with normal class times, or any reason they may have. Some students are concerned about the transferability or status of DL courses. The course content, college credit and transferability are equivalent to those offered in the classroom. REAL ESTATE PRINCIPLES 1406 is an interactive training system that combines electronic learning materials with online instructor guidance and expertise. It is accessed via the Internet from the student's computer at home or work or in an ACC lab, any time. Concepts are presented through the textbook, the Textbook’s Publishers Web site, information on the instructor's Web site, and Blackboard.
You will cover the same material as in a regular class. You must have access to the Internet and an email account. The primary framework for instruction is the Internet. The Interactive capabilities such as email and listserv, access to library on-line, office hours, discussion forums, facilitate student-to-instructor communication. This asynchronous learning allows students who have other responsibilities to participate in course offerings. Being able to send a message to the instructor at any time, instead of traveling to the campus during the instructor's posted office hours, makes it possible for those who have limited or no time beyond the normal class time to talk to the instructor.
Course content is delivered in Blackboard. This syllabus, assignments, core course information, announcements, structured student activities, and discussion information are all located in Blackboard. You will take exams, view web pages, send and receive email, download files, and upload files you have created using ACC’s Blackboard system. If you do not have an ACCeID you will need to activate it by going to the First-time login link at http://www.austincc.edu/acceid/step1.htm. Go to http://acconline.austincc.edu/ for student entry into Blackboard. You will need your student ID and password to log into Blackboard. Blackboard access is available the first day of the semester.
You must be able to communicate with the instructor by email. You need an individual account, which is not shared with anyone else. In EVERY email message you send me, the subject line must include RELE 1406, DL. Also your first and last name must be included somewhere in the message. All college email communications to students will be sent solely to the student's ACC mail account. You should only expect to receive email communication from me using this account.
Tests will be taken at off-campus locations of your choice – home, office, campus libraries, etc. More Testing information is shown below in “Testing”. Additional information will be available in Blackboard.
As the online instructor I will monitor your progress and advise you as appropriate via email, telephone, or chat room discussions. You will be evaluated by means of tests, assignments, and projects.

TESTING
Chapter Quizzes are offered at the end of each chapter in the textbook and I strongly encourage you to take these review exams before you take the exams (self-assessment). You must complete four exams this semester. The exams will be taken online and off-campus at locations of your choice – home, office, campus libraries, etc., through the use of a LockDown Browser.

This course requires the use of LockDown Browser and a webcam for online exams. The webcam can be built into your computer or can be the type that plugs in with a USB cable. Watch this short video to get a basic understanding of LockDown Browser and the webcam feature. A student Quick Start Guide is also available.

- Start LockDown Browser, log into your Blackboard, and select your course.

- Run the System & Network Check. If a problem is indicated, see if a solution is provided in the Knowledge Base. Troubleshooting information can also be emailed to our institution's help desk.

- Clear your desk of all external materials not permitted — books, papers, other devices
- Before starting the text, know how much time is available for it, and that you’ve allotted sufficient time to complete it
- Remain at your computer for the duration of the test
- If the computer or networking environment is different than what was used previously with the Webcam Check and System & Network Check in LockDown Browser, run the checks again prior to starting the test
- To produce a good webcam video, do the following:
- Avoid wearing baseball caps or hats with brims
- Ensure your computer or tablet is on a firm surface (a desk or table). Do NOT have the computer on your lap, a bed or other surface where the device (or you) are likely to move
- If using a built-in webcam, avoid tilting the screen after the webcam setup is complete
- Take the exam in a well-lit room and avoid backlighting, such as sitting with your back to a window
- Remember that LockDown Browser will prevent you from accessing other websites or applications; you will be unable to exit the test until all questions are completed and submitted
EXTRA CREDIT:
When you take your exams you may earn UP TO an additional 3 points per exam by completing the following assignment (One article for each exam):
Read an article (on-line, print) concerning some aspect of Real Estate Brokerage. The article must relate to a topic that is covered in one of the Chapters in the text during the current Exam. Summarize the article in 1-2 pages, state which chapter and topic it relates to, and attach a copy of the article to your summary. This will be due NO LATER THAN the day you take your exam and must be turned in to me via e-mail.
You will find suitable articles on Web sites related to Real Estate. A good place to find articles is to simply Google the Chapter name from the textbook and a large number of periodicals will be presented for your perusal. Find one that is relevant to our chapter discussions.

COMMON COURSE LEARNING OBJECTIVES/OUTCOMES:
Understand how real estate principles are related to other business functions and its importance to the success of the general economy. Be able to identify, analyze, and use sources of local and national real estate data and local economic information to be successful in the real estate industry. Understand good real estate practices and techniques and how to apply them.
Through completion of the above course objectives the student will prepare himself to successfully compete in the real estate industry.
INSTRUCTOR BIO
INSTRUCTOR BIO: Michael is the President of Certified Realty Services, Inc. (CRS), a real estate service firm offering brokerage, appraisal, investment and development of real estate assets. Michael has taught college credit courses and seminars in the Business Services School at Austin Community College since 1993 and is a past member of the Real Estate Advisory Council. He is an instructor for the University of Texas Professional Development Center in small business topics. He received his Bachelor’s Degree from St. Edward’s University and has taken advanced valuation courses at the Appraisal Institute with special emphasis in valuation of Small Business Interests. He is a past member of the Texas Real Estate Teacher’s Association (TRETA) and an approved MCE instructor for the Texas Real Estate Commission. Michael is an alternate member of the TREC Education Standards Advisory Committee (ESAC) for 2022-2023.

INSTRUCTOR CLASS POLICIES:
Missed Exams - The final exam must be taken at the scheduled time. There is no make-up for the final exam if you miss the scheduled date.
Student Withdrawal Policy It is the responsibility of each student to ensure that his or her name is removed from the rolls should they decide to withdraw from the class. The instructor does, however, reserve the right to drop a student should he or she feel it is necessary. If a student decides to withdraw, he or she should also verify that the withdrawal is recorded before the Final Withdrawal Date. The Final Withdrawal Date for this semester is December 9, 2024. The student is also strongly encouraged to keep any paperwork in case a problem arises.
Students are responsible for understanding the impact that withdrawal from a course may have on their financial aid, veterans’ benefits, and international student status. Per state law, students enrolling for the first time in Fall 2007 or later at any public Texas college or university may not withdraw (receive a “W”) from more than six courses during their undergraduate college education. Some exemptions for good cause could allow a student to withdraw from a course without having it count toward this limit. Students are strongly encouraged to meet with an advisor when making decisions about course selection, course loads, and course withdrawals.
Extra Credit Assignments will not be accepted late. Academic work submitted will be your thought, research, or self-expression. Absolutely no Plagiarism.

All students must take the final exam, no exceptions. Failure to take the final exam will result in a failing grade for this course.
DEPARTMENTAL POLICIES FOR INCOMPLETES, ATTENDANCE, AND WITHDRAWAL ARE AS FOLLOWS:
Incomplete Policy: An incomplete (grade of "I") will only be given for extenuating circumstances. What constitutes “extenuating circumstances” is left to the instructor’s discretion. If a grade of I is given, the remaining course work must be completed by a date set by the student and professor. This date may not be later than two weeks prior to the end of the following semester. A grade of I also requires completion and submission of the Incomplete Grade form, to be signed by the faculty member (and student if possible) and submitted to the department chair.
Students may request an Incomplete from their faculty member if they believe circumstances warrant. The faculty member will determine whether the Incomplete is appropriate to award or not. The following processes must be followed when awarding a student an I grade.
- Prior to the end of the semester in which the “I” is to be awarded, the student must meet with the instructor to determine the assignments and exams that must be completed prior to the deadline date. This meeting can occur virtually or in person. The instructor should complete the Report of Incomplete Grade form.
- The faculty member will complete the form, including all requirements to complete the course and the due date, sign (by typing in name) and then email it to the student. The student will then complete his/her section, sign (by typing in name), and return the completed form to the faculty member to complete the agreement. A copy of the fully completed form can then be emailed by the faculty member to the student and the department chair for each grade of Incomplete that the faculty member submits at the end of the semester.
- The student must complete all remaining work by the date specified on the form above. This date is determined by the instructor in collaboration with the student, but it may not be later than the final withdrawal deadline in the subsequent long semester.
- Students will retain access to the course Blackboard page through the subsequent semester in order to submit work and complete the course. Students will be able to log on to Blackboard and have access to the course section materials, assignments, and grades from the course and semester in which the Incomplete was awarded.
- When the student completes the required work by the Incomplete deadline, the instructor will submit an electronic Grade Change Form to change the student’s performance grade from an “I” to the earned grade of A, B, C, D, or F.If an Incomplete is not resolved by the deadline, the grade automatically converts to an “F.” Approval to carry an Incomplete for longer than the following semester or session deadline is not frequently granted.”
Attendance Policy: Regular and timely class participation in discussions and completion of work is expected of all students. If attendance or compliance with other course policies is unsatisfactory, the instructor may withdraw students from the class. If classes are cancelled because of weather, pandemic, or other emergencies the student is responsible for communicating with their professor during the closure and completing any assignments or other activities designated by their professor. Please note that the Texas Real Estate Commission (TREC) requires at least a 90% attendance rate for an ACC class to count towards licensure. If the Professor does not see an equivalent to the 90% attendance you may be dropped from the class for poor performance.

- Campuses are open to faculty, staff, and students. The college and its departments and offices may invite internal and external guests to their events and activities, though access is still restricted for external parties seeking to host activities at ACC. The college’s Appian Health Screening App remains available to everyone who visits campus. This continues to be a good way to check your own health before coming to class or work.
- If you are experiencing COVID-19-related symptoms, please get a COVID-19 test as soon as possible before returning to an ACC facility. Testing is now widely available. To find testing locations near you, click this link.
- If you test positive, please report it on the ACC self-reporting tool located here.
- ACC continues to welcome face masks on campus. Per CDC guidelines, face masks remain a good way to protect yourself from COVID-19.

- Please be sure to carry your student, faculty, or staff ID badge at all times while on campus.

Statement on Academic Integrity
Austin Community College values academic integrity in the educational process. Acts of academic dishonesty/misconduct undermine the learning process, present a disadvantage to students who earn credit honestly, and subvert the academic mission of the institution. Student Rights & Responsibilities
Students at ACC have the same rights and protections under the Constitution of the United States. These rights include freedom of speech, peaceful assembly, petition and association. Senate Bill 212 and Title IX Reporting Requirements
Under Senate Bill 212 (SB 212), the faculty and all College employees are required to report any information concerning incidents of sexual harassment, sexual assault, dating violence, and stalking committed by or against an ACC student or employee. Federal Title IX law and College policy also require reporting incidents of sex- and gender-based discrimination and sexual misconduct. This means faculty and non- clinical counseling staff cannot keep confidential information about any such incidents that you share with them.

Student Complaints
A defined process applies to complaints about an instructor or other college employee. You are encouraged to discuss concerns and complaints with college personnel and should expect a timely and appropriate response. When possible, students should first address their concerns through informal conferences with those immediately involved; formal due process is available when informal resolution cannot be achieved.
Student complaints may include (but are not limited to) issues regarding classroom instruction, college services and offices on the basis of actual or perceived race, color, national origin, religion, age, gender, gender identity, sexual orientation, political affiliation, or disability.

Statement on Privacy
The Family Educational Rights and Privacy Act (FERPA) protects confidentiality of students’ educational records. Grades cannot be provided by faculty over the phone, by e-mail, or to a fellow student.
Recording Policy
To ensure compliance with the Family Education Rights and Privacy Act (FERPA), student recording of class lectures or other activities is generally prohibited without the explicit written permission of the instructor and notification of other students enrolled in the class section. Exceptions are made for approved accommodations under the Americans with Disabilities Act.
Recording of lectures and other class activities may be made by faculty to facilitate instruction, especially for classes taught remotely through BlackBoard Collaborate or another platform. Participation in such activities implies consent for the student to be recorded during the instructional activity. Such recordings are intended for educational and academic purposes only.
Safety Statement
Health and safety are of paramount importance in classrooms, laboratories, and field activities. Students are expected to learn and comply with ACC environmental, health and safety procedures and agree to follow ACC safety policies. Emergency Procedures posters and Campus Safety Plans are posted in each classroom and should be reviewed at the beginning of each semester. All incidents (injuries/illness/fire/property damage/near miss) should be immediately reported to the course instructor.

Everyone is expected to conduct themselves professionally with respect and courtesy to all. Anyone who thoughtlessly or intentionally jeopardizes the health or safety of another individual may be immediately dismissed from the day’s activity and will be referred to the Dean of Student Services for disciplinary action.
In the event of disruption of normal classroom activities due to an emergency situation or an outbreak of illness, the format for this course may be modified to enable completion of the course. In that event, students will be provided an addendum to the class syllabus that will supersede the original version.
Campus Carry
The Austin Community College District concealed handgun policy ensures compliance with Section 411.2031 of the Texas Government Code (also known as the Campus Carry Law), while maintaining ACC’s commitment to provide a safe environment for its students, faculty, staff, and visitors. Beginning August 1, 2017, individuals who are licensed to carry (LTC) may do so on campus premises except in locations and at activities prohibited by state or federal law, or the college’s concealed handgun policy.

Discrimination Prohibited
The College seeks to maintain an educational environment free from any form of discrimination or harassment including but not limited to discrimination or harassment on the basis of race, color, national origin, religion, age, sex, gender, sexual orientation, gender identity, or disability.

Use of ACC email
All College e-mail communication to students will be sent solely to the student’s ACCmail account, with the expectation that such communications will be read in a timely fashion. ACC will send important information and will notify students of any college- related emergencies using this account. Students should only expect to receive email communication from their instructor using this account. Likewise, students should use their ACCmail account when communicating with instructors and

Use of the Testing Center
The Testing Centers will allow only limited in person testing and testing time will be limited to the standard class time, typically one and one-half hours. Specifically, only the following will be allowed in the Testing Centers:
- Student Accessibility Services (SAS) Testing: All approved SAS testing
- Assessments Tests: Institutionally approved assessment tests (e.g., TSIA or TABE)
- Placement Tests: Placement tests (e.g., ALEKS)
- Make-Up Exams (for students who missed the original test): Make-up testing is available for all lecture courses but will be limited to no more than 25% of students enrolled in each section for each of four tests
- Programs incorporating industry certification exams: Such programs (e.g., Microsoft, Adobe, etc.) may utilize the ACC Business Assessment Center for the industry certification exams (BACT) at HLC or RRC

Student Accessibility Services
Austin Community College (ACC) is committed to providing a supportive, accessible, and inclusive learning environment for all students. ACC Library Services offers both in-person and extensive online services, with research and assignment assistance available in-person during limited hours of service. In addition, currently enrolled students, faculty and staff can access Library Services online (also 24/7) via the ACC Library website and by using their ACCeID to access all online materials (ebooks, articles from library databases, and streaming videos). ACC’s Real Estate Certificate Level 1 program
What is the first step toward your career in selling real estate?
For a student who is prepared for and committed to doing the work, our 18-credit-hour certificate is a fast way to prepare to obtain a Texas license to become a Real Estate. When you obtain that license, you can apply to start a career as a professional advisor to potential buyers making one of the largest financial decisions of their lives. As an agent for your clients, you must be very well-prepared to guide people away from the various pitfalls that can occur. Please take every part of this education seriously.
What is the second step toward this career?
Real Estate Agents must work under the supervision of a Real Estate Broker. The brokers who are hiring agents will be looking for applicants who are well-educated and very thorough and careful in their work. Every professional interaction you have will have some impact on your own professional reputation and the reputation of your Real Estate Broker.

What is the next step?
If you have not already done so, thoroughly review the material from the Texas Real Estate Commission about the requirements to become a Real Estate Agent. https://www.trec.texas.gov/become-licensed/sales-agent. Note that, as part of the application process (“Submit Your Qualifying Education”) you must request that ACC send your official transcript to TREC.
Most students in Texas find that they need extra study before the TREC exam. For students currently enrolled in our Real Estate program, ACC offers a free exam preparation session.
With the solid foundation of:
- good understanding of the five required courses to take the licensing exam
- excellent background knowledge of business, finance, or additional real estate courses
- structured exam preparation such as that of our ACC exam prep session
passing rates for ACC students’ first attempt of taking the TREC exam are higher than for most providers of Real Estate education in Texas.
